At the "New Spring First Meeting" held on February 6 in Lishui District, which focused on project initiatives, investment attraction, and enhancing service efficiency, it was announced that Lishui will establish a market-oriented investment promotion company to adapt to new requirements for investment attraction in the current situation, thereby enhancing the quality and effectiveness of its investment promotion efforts.

Investment attraction is a key task in economic work and serves as a crucial engine for regional economic development. Last year, Lishui District innovatively established the "8541" collaborative investment promotion system, leading to an explosive growth in project information. "Competition for investment attraction is intensifying, and challenges such as insufficient investment information resources, weak professional capabilities, and a lack of major projects still exist," said Mao Liang, Deputy Director of the Lishui District Investment Promotion Bureau. To address these issues, the district will optimize and upgrade the "8541" collaborative investment promotion mechanism by establishing a market-oriented investment promotion company to standardize, marketize, and professionalize its investment attraction efforts.

On that day, the "Lishui District Market-Oriented Investment Promotion Work Plan (Draft for Comments)" was released and explained at the meeting. A relevant official from Lishui District introduced that the investment promotion company will focus on its core responsibilities and, following market-oriented principles, will adopt a general manager responsibility system without administrative levels. It will utilize corporate operational methods and a professional team to flexibly conduct investment promotion activities centered around the development direction of leading industries. The Lishui Economic Development Zone and Nanjing National Agricultural High-tech Zone will serve as pilot projects, aiming to establish and operate the investment promotion company by the end of the first quarter.

To select and strengthen investment personnel, Lishui is implementing the "Investment Promotion Talent Cultivation Plan" and the "Investment Promotion Falcon Plan." On one hand, it will break down personnel identity restrictions to recruit a group of high-quality and capable individuals who are willing to work hard from within the district. On the other hand, it will target renowned financial institutions and consulting companies both domestically and internationally to recruit a team of professionals with mid-level and senior management experience and an international perspective, building a "strong and elite" investment promotion team.

Lishui will adopt a "heavy rewards + heavy utilization" approach to motivate investment personnel. It is reported that the investment promotion company will implement a market-oriented compensation system of "base salary + performance + special rewards," creating a "high competition, high incentive, high return" market-oriented compensation framework. To ensure that investment personnel can enter and exit, move up and down in positions, and have adjustable incomes, Lishui will establish a leadership group for investment assessment, create an investment performance assessment method, and introduce the "Nine Measures for Incentivizing Cadres in Lishui District to Compete for Projects, Attract Investment, and Enhance Services."

The main responsible person of Lishui District stated that the investment attraction model is undergoing profound changes. The era of competing on policies, resources, and subsidies is long gone; market-oriented investment attraction has become the mainstream model. Lishui will intensify its efforts to promote market-oriented investment attraction and achieve new breakthroughs in project recruitment.
