In the spring warmth of Lishui, momentum is building. On the morning of April 10th, a major provincial project—the East China headquarters base project of Nanjing Julang Precision Machinery Co., Ltd., with an annual output of 3,000 sets of precision CNC machine tools—broke ground on Yongyang Street in Lishui District. This marks another key addition to Lishui’s high-end equipment manufacturing landscape.

The project is invested in and constructed by Xi’an Julang Precision Machinery Co., Ltd. As a national-level specialized and sophisticated “Little Giant” enterprise and a key supported company under the “Made in China 2025” initiative, Xi’an Julang boasts deep technological expertise in the field of precision CNC machine tools. It has accumulated over 30 invention patents and more than 70 utility model patents, with its products widely used in cutting-edge sectors such as 5G communications, new energy, and aerospace.
As the company’s market presence continues to expand, there is an urgent need to establish a new production base. In April last year, during the Beijing China International Machine Tool Exhibition, Xi’an Julang made initial contact with Yongyang Street. Attracted by Lishui’s geographical advantages, business environment, and industrial ecosystem, the company quickly identified it as a strategic location for expanding into East China and radiating influence nationwide. Just two months later, the project was signed and settled, with approval completed by the end of the year. Exactly one year later, construction officially commenced.
The newly established East China headquarters base involves a total investment of 525 million yuan. It plans to construct a 30,000-square-meter modern intelligent production base integrating R&D, precision manufacturing, and market services. The facility will primarily produce a full range of core products, including high-end precision CNC lathes, turning-milling compound machines, dual-spindle dual-turret machines, and five-axis turning-milling centers. Upon completion, the project will have an annual production capacity of 3,000 sets of precision CNC machine tools, with an estimated annual output value of 350 million yuan. It is expected to directly create over 200 local jobs and indirectly involve more than 20 upstream and downstream supporting enterprises.
“After evaluating multiple locations, we ultimately chose Lishui precisely because of its outstanding industrial cluster advantages. The presence of numerous machine tool supporting enterprises here significantly expands our supply chain,” said Xu Jianguo, General Manager of Xi’an Julang Precision Machinery Co., Ltd. He added that the company will focus on localizing core components and advancing intelligent manufacturing technologies, striving to break foreign technological monopolies. At the same time, it will collaborate with local upstream and downstream enterprises to jointly build and share innovation platforms, attract more high-quality supporting companies to gather in the area, and help further strengthen Lishui’s CNC machine tool industrial cluster.
At the groundbreaking ceremony, a representative from Yongyang Street stated that the settlement of the Julang project not only represents an important strategic move for the company to capture the CNC machine tool market in the Yangtze River Delta but also reflects recognition of Yongyang’s industrial ecosystem and business environment. The street will continue to provide “shop assistant” services to support the project’s construction. It is believed that Julang, together with leading chain enterprises such as Siemens CNC, Qiaofeng Intelligent, and Sanzhong Precision, will form a powerful synergy and cluster effect, further enhancing the influence and competitiveness of the CNC machine tool industry chain.
The rapid landing of Nanjing Julang’s East China headquarters base not only serves as strong evidence of Lishui’s business environment characterized by “fast signing, fast landing, and fast construction” but also highlights the region’s strong appeal to high-end manufacturing projects. With leading chain enterprises like Julang accelerating their agglomeration, Lishui’s CNC machine tool industrial cluster is poised for growth, steadily advancing toward becoming an influential high-end equipment manufacturing hub in the Yangtze River Delta and even nationwide.
