There is an old saying goes, “People are diligent so  spring will come early, and it is the right time to work hard.” On February 11, Lishui district held the ceremony for centralized commencement of major projects in the first quarter of 2022. The construction of 23 major projects with a total investment of 21.3 billion yuan was started, and the investment was expected to be 7.36 billion yuan in that year. Lin Tao, Vice Mayor and Secretary of the District Party Committee, Zhang Zhichao, Director of the Municipal Bureau of Commerce, and District Leaders Zhang Yun, Zhang Wei, Tai lunhao, Xia Yun, Tang Huiwei, Zhang Decai and Shi Lei attended the ceremony.

Stick to the project and work hard for the future. At the site of the centralized commencement ceremony, large exhibition boards introduced the general situation of the project by using both texts and graphics, showing “mission statement”, “timetable” and “road map” with clear ideas. 23 major projects were started on the same day, including 3 projects with a total investment of more than 2 billion yuan, 6 projects with a total investment of more than 1 billion yuan and 14 projects with a total investment of more than 500 million yuan, marking the “fast forward” of the major project construction in Lishui District in 2022.

Among these 23 projects, 19 advanced manufacturing projects have become the absolute “protagonist”. The Fenghan Auto Parts and Precision Machinery Manufacturing project with an investment of 3 billion yuan can produce 500,000 new energy vehicle air conditioning compressor core parts per year, all of which are consistent with Lishui's current leading industry, innovation driven and economical development orientation. The “landing” of a large number of advanced manufacturing projects fully demonstrates the "strong magnetic field" of Lishui as the only manufacturing high-quality development pilot area in Nanjing, and also shows the strong driving force of Lishui to build a "provincial manufacturing high-quality development demonstration area".

Among the 19 advanced manufacturing projects, 6 new energy vehicle projects are particularly eye-catching. The Svolt Energy  project at the site of the ceremony will build three production lines of lithium iron phosphate battery product, with an annual output of 6.6Gwh; Shenzhen Longdian Wason, the world's largest manufacturer of high-end copper foil of below 8 microns, invested 5 billion yuan in Longdian Wason project, which will build three production lines with an annual output of 30,000 tons of 4-8 micron high-performance ultra-thin copper foil materials. All of these will lay a solid foundation for Lishui to build a 100-billion level new energy vehicle industry cluster. He Shengkui, Senior Vice President and Chief Operating Officer of Svolt Energy Technology Co., Ltd., said that in the future, it will attract industrial chain partners to invest in Lishui, build a new form of industrial chain, help Nanjing build a new highland of the global new energy vehicle industry and make greater contributions to local economic development.

In addition to advanced manufacturing projects, the other four new projects are science and innovation, modern agriculture and infrastructure projects. Among them, the Agricultural Science and Technology Incubation Center of Nanjing National Agricultural High Tech Zone and Chunhe Smart Agricultural Industrial Park project will build pilot plants, standard plants, smart agriculture, breeding, agricultural products deep processing plants and new energy cold chain bases in the future food science and technology Park, relying on the advantages of colleges and universities such as Nanjing Agricultural University and Nanjing Forestry University. It can provide strong support for the scientific and technological innovation and achievement transformation of Nanjing National Agricultural High Tech Zone, and is a vivid epitome of Lishui's practice of innovation driven development.

It is worth mentioning that a number of projects such as Baize Lithium  Battery have adopted internationally leading technology and equipment,  made major breakthroughs in per mu investment and tax revenue, and  realized the efficient and intensive utilization of resource elements.

At the ceremony, Tang Huiwei, Member of the Standing Committee of the District Party Committee and Executive Vice Mayor of the District, released the investment plan of major provincial and municipal projects in 2022. In 2022, Lishui has 45 projects listed in the municipal major projects, with a total investment of 103.256 billion yuan, and the planned investment of 21.72 billion yuan that year. The number and amount of projects ranked among the forefront of the city. Among them, five projects such as Svolt Energy were listed in the provincial major project plan, which fully shows that Lishui adheres to the clear guidance of “paying close attention to projects, including industrial projects and manufacturing projects”.

As the main battlefield for the development of manufacturing industry in the district, a total of 11 advanced manufacturing projects in the development zone were started on that day. The projects have large volume, high scientific and technological content and strong industrial relevance, with a total investment of 11 billion yuan, laying a solid foundation for building a “100 billion level park”. Cheng Min, Deputy Director of the Standing Committee of the District People's Congress and Secretary of the Party Working Committee of the Development Zone, said in his speech that this year is the decisive year for Lishui Economic Development Zone to build a “100 billion level par”. The development zone will firmly establish the concept of “project is King”, focus on the project, and strive to form a vivid situation of continuous influx and competition of high-quality projects. Also, it will highlight the whole life cycle service, and make every effort to ensure that the project is completed, put into operation and effective as soon as possible. Furthermore, it will comprehensively optimize the business environment of the park, make full use of the “release, management and service” reform and enterprise friendly and enterprise protection policies. It will write a new chapter in the transformation and upgrading of the park with the new achievements of high-quality project construction.

In recent years, Lishui has taken project construction as the main line of economic work. Through the establishment of a special working mechanism for contact between manufacturing enterprises and increasing the guarantee of project implementation, provincial and municipal major projects have been at the forefront of provinces and cities for six consecutive years, and a number of scaled projects such as Sunwoda power battery phase II and Siemens CNC have been completed and put into operation.

At the beginning of the new year, Lishui District Party Committee and Government clearly proposed to take 2022 as a "breakthrough year for innovation driven and industrial transformation", and launched two "three-year action plans" and a series of measures for innovation driven, industrial transformation demonstration and manufacturing industry with a clear-cut stand, showing the confidence and determination to focus on projects and industries, attracting and promoting projects as the core task of economic work. It will constantly optimize the business environment, fully promote industrial quality and efficiency, and strive to build an innovative demonstration area and a high-quality development demonstration area of manufacturing industry in the province, so as to provide strong support for building an emerging growth pole in the south of Nanjing.
