On the morning of January 4th, Lishui District held a conference to deeply study the experience of the "Ten Million Project", accelerate the construction of livable, business friendly and beautiful rural areas, and protect the ecological environment. As the first conference of 2024, the purpose is to combine theme education, deeply study and implement the concept of ecological civilization, fully implement the deployment requirements of relevant provincial and municipal conferences, mobilize the whole region to learn and apply the experience of Zhejiang's "Ten Million Project", focus on key areas, make up for shortcomings, promote advantages, and create characteristics, accelerate the construction of livable, business friendly, and beautiful rural areas, and vigorously explore the new practice of "Ten Million Project" in Lishui. Zhang Yun, Secretary of the District Committee, delivered a speech, presided over by Miao Xiumei, District Mayor, and attended by Zhang Wei, Chairman of the Standing Committee of the District People's Congress, Tai Lunhao, Chairman of the District Political Consultative Conference, Xia Yun, Deputy Secretary of the District Committee, and leaders in charge of the District Government. Relevant officials from the First Commissioner's Office of the Provincial Department of Ecology and Environment attended the meeting for guidance.

The "Thousand Village Demonstration and Ten Thousand Village Renovation" project is a major decision personally planned, deployed, and promoted by Xi while working in Zhejiang. Over the past 20 years, the "Ten Million Project" has profoundly changed the rural landscape of Zhejiang, creating a modern version of the "Dwelling in Fuchun Mountains" and exploring the scientific path to building a beautiful China.

Zhang Yun put forward four suggestions in his speech, focusing on in-depth learning of the experience of the "Ten Million Project" and striving to explore the new practice of the "Ten Million Project" in Lishui:

1. Deeply understand the essence of the "Ten Million Project". Fully understanding the historical, theoretical, and practical significance of the "Ten Million Project", we must not only "study its appearance and form", but also "explore its essence and understand its spirit", learn its sincere and profound feelings for the people, learn its ecological priority development concept, learn its problem orientation of seeking truth from facts, learn its systematic concept of good planning for the overall situation, learn its long-term strategic determination, and finally learn the essence and essence, and learn the strength to strive forward.

2. Benchmarking and drawing on the experience and practices of the "Ten Million Project". In benchmarking against advanced regions in Zhejiang, we need to fully recognize our own shortcomings, learn from our strengths, make up for our own shortcomings, benchmark our development concepts, and make up for our lack of broad thinking; Benchmark the scale of industries and make up for the shortcomings of weak strength; Benchmarking the rural environment and addressing the shortcomings of low quality; Benchmarking the cause of people's livelihood, addressing the shortcomings of innovation, finding the position of development, clarifying the direction of progress, and creating a new situation for the rural revitalization of Lishui.

3. Accelerate the exploration and practice of the "Ten Million Project". Develop and implement the "Ten Major Actions" for the new era's "Ten Million Project" in Lishui, and promote the implementation and effectiveness of the "Ten Million Project" experience in Lishui. One is to focus on the three tasks of rural planning, environmental improvement, and cultural and tourism integration, showcasing the unique features of rural areas. Rural planning cannot be "hung on the wall", promoting "integration of multiple plans" and "integration of multiple maps" to achieve full coverage of planning and development in villages and villages. Environmental remediation should not be superficial, and efforts should be made to deepen the improvement of rural housing conditions and strengthen the integrated operation of sewage treatment. The integration of culture and tourism cannot stop on paper. We need to deeply explore historical and cultural resources, strengthen the deep integration of agriculture, culture and tourism, and make culture an endogenous driving force for rural development. The second is to focus on the three key areas of "one district with multiple parks", "strong industrial villages", and "achievement transformation" to expand the scale of rural industries. "One district with multiple parks" highlights the "leading" driving force, fully leveraging the demonstration and driving role of Nanjing National Agricultural High-tech Zone, and transforming various agricultural parks into agricultural high tech differentiation parks, constructing a "one district with multiple parks" collaborative development mechanism. To achieve the extension of "two ends" in "industrial strong villages", and to do a good job in "grain first, food tail" and "agriculture first, work tail". The transformation of achievements stimulates the vitality of the "source", making the industrialization of scientific and technological achievements a top priority, and accelerating the formation of a virtuous cycle of "technology industry finance". The third is to focus on the three key areas of resource revitalization, fast delivery of postal services, and service optimization, in order to enhance the brand of urban-rural integration. Wake up the dormant variables of resources, solidly promote the revitalization plan of the "four types of resources", do a good job in piloting the entry of rural collective operating construction land into the market, and form a physical quantity for revitalization. Expand the volume of logistics packages, accelerate the construction of district level logistics centers for fast delivery and delivery, and connect the "first mile" of agricultural products entering the city and the "last mile" of consumer goods going to the countryside. Improve the quality-of-service supply, deepen the construction of group education and regional medical communities, promote the extension of "one thing, one solution" to villages and communities, implement actions to provide meals for the elderly and enhance village level collective economy, and enhance the sense of gain for the masses. The fourth is to focus on the "three supports" of party building guidance, fine network and micro grid, and digital empowerment, and create a model of "good governance" in the suburbs. Implement the grassroots party building demonstration and leadership plan, optimize and enhance the functions of the party mass service center, and make the branch a "fortress". Deepen the "fine grid and micro grid" project, tighten and compact the leadership package to resolve responsibilities, improve the ability to discover and solve problems, and turn the grid into an "outpost". Deepen the pilot construction of provincial-level digital rural areas and transform governance into "smart management".

4. Strive to deliver a solid answer sheet for the "Ten Million Project". Referring to the "Four Ones" work mechanism in Zhejiang, comprehensively refine work measures, and achieve the "three preventions". Step by step, resolutely prevent "gusts of wind", work year after year, one task after another, and one task after another, and achieve full coverage of livable, business friendly, and beautiful rural construction within 5 to 8 years. Tailor measures to local conditions, resolutely prevent "one size fits all", clarify goals and tasks by zoning and classification, do not follow the same path, leave more heritage and no regrets. We will act within our capacity and resolutely prevent "one size fits all" measures. This not only fully respects the will of the masses, but also conforms to the actual development of rural areas, forming a vivid situation of "Party committee leadership, government leadership, farmer participation, departmental cooperation, and social participation", and promoting the construction of harmonious and beautiful rural areas has achieved significant results.

Zhang Yun requested that the whole district thoroughly study and implement the important instructions and spirit of the President Xi's important speech on Jiangsu work, conscientiously implement the deployment requirements of the province and city, remember the instructions, be grateful and strive forward, deeply answer the major questions of "ten million projects", "what to learn, what to supplement, what to do, and what to prevent", compose the chapter of "Remembering Jiangnan" in Lishui, make people's lives "red than fire", and make the rural landscape "green as blue", Let the historical "good Jiangnan" become the "good Jiangnan" of the new era, carefully depict a new picture of the source of the Qinhuai River, and add luster to the construction of a modern suburban new city in the new era.

In implementing the spirit of this meeting, Miao Xiumei emphasized that the entire region should further improve its political stance and learn to make good use of the experience and practices of the "Ten Million Project". One is to benchmark tables and apply them flexibly. Based on the actual agricultural situation in the district, identify deficiencies, create a list of problems, and focus on filling in the gaps. The second is to stabilize the key points and overcome difficulties. Focus on key tasks such as industrial prosperity, ecological livability, effective governance, and affluent living, and refine work measures. The third is to uphold integrity, innovate, and bring forth new ideas. Strengthen planning guidance, deepen urban-rural integration, and strive to create a livable, business friendly, and beautiful rural Lishui brand.

At the meeting, Jingqiao Town, Wucunqiao Village in Hefeng Town, District Agriculture and Rural Bureau, Lishui Ecological Environment Bureau, and District Environment Group made exchange speeches.
