On April 10, the Lishui Economic Development Zone signed a partnership park construction agreement with the Gulou High-tech Zone. Attendees included Wang Anwei, Secretary of the Gulou District Committee; Fang Jing, District Mayor; Lu Min, Director of the District People’s Congress Standing Committee; Dong Wei, member of the District Political Consultative Conference; Zhang Yun, Secretary of the Lishui District Committee; Gao Junling, District Mayor; Zhang Wei, Director of the District People’s Congress Standing Committee; and Tai Lunhao, member of the District Political Consultative Conference.
The Gulou High-tech Zone covers a planned area of 5 square kilometers and is home to over 7,000 enterprises in leading industries such as digital economy, green dual carbon initiatives, and healthcare. It is currently accelerating system restructuring and industrial upgrading, aiming to create a blockchain industry pilot zone, a 5G application innovation leading zone, and a dual carbon innovation development cluster. The Lishui Economic Development Zone spans an area of 138 square kilometers and hosts over 5,000 market entities, forming four major industrial chains: new energy vehicles, smart manufacturing equipment, smart home technology, and new pharmaceuticals and life sciences. It accounts for 80% of the city’s new energy bus production and 70% of its new energy vehicle components capacity.
During the meeting, Zhang Yun expressed that Lishui and Gulou have deep historical ties and a foundation for cooperation in personnel exchanges and industrial development. He hopes to deepen collaboration between the two regions to promote coordinated regional development. First, focusing on large to small. As a leader in the city's development, the establishment of the partnership park marks a new chapter in cooperation between Gulou and Lishui. Second, promoting urban-rural integration. Gulou has rich public service resources, and Lishui has the important task of building a national urban-rural integration development experimental zone. He hopes that through cooperation, they can open new pathways for the central city to drive suburban development and attract more quality resources to Lishui. Third, fostering trade to promote industry. With Gulou based on a service-oriented economy and Lishui grounded in manufacturing, he hopes both sides can strengthen collaboration in results transformation, industrial funds, and digital empowerment, thereby creating a win-win situation where trade promotes industry and industry enhances trade.
Wang Anwei stated that Lishui has a solid foundation in advanced manufacturing, while Gulou is rich in educational and scientific resources, presenting vast cooperation opportunities for the two districts. First, using park cooperation as a driver to jointly build a new high ground for innovative development. He hopes both sides can enhance mutual learning, resource sharing, and project cooperation, actively exploring effective paths for industrial functional collaboration to provide a model for cooperation between the two districts. Second, using industrial collaboration as a bond to jointly map out a new vision for industrial development. They should strengthen cooperation in the integration of industries, intelligent transformation, and industrial chain investment, targeting more leading enterprises and specialized and innovative businesses to settle in the area. Third, using innovative mechanisms as a guarantee to explore new models of coordinated development. They should use projects as a guide to promote information sharing and ensure the implementation of agreements, resulting in more landmark achievements.
Before the meeting, the Gulou party and government delegation visited Nanjing Chang'an, Siemens CNC, and the Nanjing Elderly Care Center to gain a firsthand understanding of the development of new energy vehicles, smart manufacturing equipment, and the health and wellness industry.
Gulou District leaders including Wang Yuchun, Shi Dan, Xu Cheng, Chen Haitao, Jin Xuechun, Shang Dongming, Wang Yuan, and Tan Ren, as well as Lishui District leaders Liu Jia, Fei Lili, and Hu Youliang, participated in the event.
