On May 7, Jiangning District, Lishui District, and Gaochun District jointly held a signing event for regional collaborative cooperation among the three southern districts of Nanjing. The main leaders of the Party and government from Jiangning, Lishui, and Gaochun, along with relevant district leaders, attended the event.

At the meeting, Lin Tao, Secretary of the Jiangning District Committee, expressed that the prospects for regional collaborative cooperation among the three southern districts are broad, promising, and full of potential. Jiangning aims to work closely with its two neighboring districts to unify efforts in collaborative cooperation, innovate mechanisms, and jointly strategize cross-district cooperation to contribute significantly to the city's high-quality development. This collaboration will specifically promote "three-district linkage," strengthen mission responsibility, expand win-win cooperation results, and grow the industrial cooperative relationship. They will jointly address education, technology, and talent in an integrated manner to enhance innovation cooperation, investment attraction, and business collaboration, thereby promoting complementary industrial advantages, rational capacity layout, and precise supply-demand matching among the three districts, and facilitating the transformation of more technological achievements into new productivity.

Liu Wei, Secretary of the Gaochun District Committee, stated that the signing among the three districts signifies an enhancement in the integration of industries, coordinated development, and regional recognition among the three areas. He hopes that the three districts can collaboratively build a robust industrial platform that compensates for weaknesses and enhances efficiency through shared channels and resources, project information dissemination, and the establishment of "demonstration" parks. This approach aims to expedite the implementation of talent projects, the conversion and application of technological achievements, and cooperation among enterprises located in the parks. They will work together to establish a favorable mechanism for supply-demand matching and mutually beneficial cooperation, exploring areas such as connecting advantageous industries, orderly industrial transfer, and cultivating innovation ecosystems, while striving to create more "Nanjing solutions" in the deepening of market-oriented resource allocation reform.

Zhang Yun, Secretary of the Lishui District Committee, noted that the three districts are connected by mountains and rivers, share cultural ties, and integrate industries, and have historically been like "one family." This signing marks a new height in regional cooperation. He hopes to establish a regular consultation mechanism to jointly create a Nanjing version of "South-South Cooperation." Focusing on "mutual communication and complementarity," they will facilitate complementary advantages, using an investment alliance as a bond, prioritizing inter-company procurement, and leveraging industrial funds to enhance industrial competitiveness. For "mutual construction," they will improve inter-park collaboration, strengthen partnerships between parks, and enhance the capacity for resource allocation. Regarding "mutual connectivity," they will improve transportation connections, explore customized services for regional public transport and commuting, and enhance the influence of the area. On "mutual exchange," they will strengthen personnel exchanges, enhance on-the-job training for cadres, promote exchanges of scientific and technological talents, and improve human resource alignment to bolster developmental support, collectively sketching a new blueprint and vision for the integration of the southern region.

During the signing event, Lishui District signed a regional collaborative cooperation agreement with Jiangning District, and the three districts jointly signed cooperation agreements for the coordinated development of the new energy (intelligent connected) automobile industry chain and the aerospace economy industry chain.

According to the regional cooperation agreement, Jiangning District and Lishui District will adhere to the cooperative orientation of industrial complementarity, resource sharing, innovative collaboration, and win-win cooperation. They will strengthen regional integration cooperation in areas including industrial development, investment attraction, technological innovation, infrastructure, and park co-construction, advancing the internal transfer of industrial tiers and creating high-end industrial clusters at a high level, thereby enhancing the coordinated and integrated development of industries in the southern Nanjing region and increasing its absorption and radiation capacity towards the Yangtze River Delta, the main urban area, and southern Anhui.

As per the cooperation agreement on the coordinated development of the three districts' new energy (intelligent connected) automobile and aerospace economy industry chains, Jiangning, Lishui, and Gaochun will focus on the construction of the new energy (intelligent connected) automobile industry chain, deepen cross-regional industrial collaboration, promote the aggregation of innovative elements, integration of industrial chains, and collaborative enterprise development, working together to create a nationally influential new energy vehicle industrial cluster. They aim to build a cooperative pattern for the aerospace economy industry characterized by complementary advantages, mutual benefits, and collaborative development, significantly boosting industrial scale, enhancing technological innovation capabilities, and perfecting the industrial ecosystem, thus assisting Nanjing in maintaining a leading position in the national aerospace economy sector.

Before the meeting, participating leaders conducted on-site research at Weigang Dairy, Kewan Intelligent Technology, and the "Zijinshan New Quality Exchange" service supermarket for the transformation of scientific and technological achievements, listening to relevant introductions and gaining insights into industrial development, technological innovation, and achievement transformation.
