Entrepreneurs voluntarily advocating for the local area and government-business collaboration are increasingly common in Li Shui. From having almost "a blank slate" of industrial foundations in the past to now becoming a national-level characteristic industrial cluster for small and medium-sized enterprises, Li Shui has gradually forged a unique path in investment promotion.

More than a decade ago, after Qiao Feng Intelligent Equipment's wholly-owned subsidiary, Tengyang Machinery, established operations in Li Shui, the company not only played a demonstrative leading role as it grew but also actively took on the role of "spokesperson" for Li Shui, promoting the local investment environment to partners in the industrial chain. This initiated a new model of "business attracting business." With the driving force from Qiao Feng Intelligent, supporting companies like Sanzhong Precision and Baoteng Lubrication subsequently settled in, gradually forming a clustering effect of "bringing in one company to attract a string of others."

Why are entrepreneurs willing to advocate for the local area? The experience of Ni Xiangqiang, General Manager of Runfutang (Nanjing) Technology Development Co., Ltd., provides an answer. After investing in two projects, Weimasi and Runfutang, in Yongyang Street, he also actively introduced the Strelak Intelligent Machine Tool project, which has a total investment exceeding 500 million yuan. Speaking about his choice, Ni Xiangqiang stated, "I just feel it's 'reliable'! Yongyang understands what enterprises need and delivers on its promises."

As companies continue to gather, the traditional "broad net" approach to investment promotion has become increasingly inadequate for the precise layout needs of the industrial chain. Li Shui has innovated a "machine tool dismantling investment promotion method," which involves dismantling complete machines, identifying core components, tracing upstream suppliers, and creating a dynamically updated investment map for the machine tool industry, targeting leading companies in the industrial chain for precise investment attraction while accelerating the strengthening, complementing, and extending of the chain.

"The industrial map acts like a 'navigation system' for investment promotion," explained Lei Chenghao, Deputy General Manager of Yongyang Industrial Investment Development Co., Ltd. "We know exactly which companies to target, where they are located, and we can present our cooperative prospects more professionally during negotiations." Guided by this map, several investment promotion teams have traveled to regions such as the Yangtze River Delta, central and western China, Guangdong-Hong Kong-Macao, and Beijing-Tianjin-Hebei, spending half of their time each month connecting with companies for precise investment promotion.

With the investment map in hand, the effectiveness of the "business attracting business" model in Yongyang Street has become increasingly apparent. In September of this year, the investment promotion team made two trips to Nantong to connect with Huaxia Precision Machinery Technology (Nanjing) Co., Ltd. This company focuses on the machining of essential components for the industrial chain, as well as optical and complete machine operations, and its establishment will further solidify the local industrial foundation. Lei Chenghao disclosed, "After learning about investment clues from Hongwang Intelligent, a company in the chain, we quickly extended an invitation for investigation." In October, the project was successfully signed. The person in charge of Huaxia Precision stated, "As soon as we arrived in Li Shui, we saw a complete supply chain setup, and we decided to sign the contract on the spot."

Even more innovatively, Li Shui has integrated smart technology into its investment promotion practices. At the 19th China International Machine Tool Exhibition held in April this year, the Yongyang Street exhibition area stood out—20 local machine tool companies collaborated with a newly introduced "robot investment ambassador" to invite global enterprises to "come to Li Shui." Through a "fixed booth + smart tour" model, the robot navigated between various exhibition halls, interacted with exhibitors and attendees, precisely promoting Yongyang's investment environment and policies, and guiding visitors to company booths, effectively enhancing the exhibition's results, ultimately leading to three leading companies expressing intentions to settle.

The precise investment promotion has driven the continuous improvement of Li Shui's CNC machine tool industrial chain, successfully elevating the industrial cluster to the "national team" level, transforming from "actively seeking business" to "business coming to seek us." Statistics show that from January to September of this year, Li Shui's CNC machine tool industry signed nine new projects, with total investment exceeding 4.36 billion yuan, all of which were billion-level projects, continuously enhancing the capability of the industrial cluster.

From nothing to something, and from something to a chain, Li Shui's path in investment promotion is widening. Today, within the CNC machine tool industrial park, a picture of a collaborative industrial ecosystem involving upstream and downstream cooperation has unfolded. On this fertile ground for development, the story of government-business cooperation continues to write new chapters.
