On January 30, the Lishui "Transport-Post-Express-Supply+" Logistics Hub Center commenced operation. Attendees at the launch event included Vice Mayor Zhang Yun; Jiang Bo, Director of the Provincial Postal Administration and Deputy Director of the Provincial Department of Transport; Yin Hongliang, Deputy Director of the Provincial Department of Transport; Xue Lulu, Deputy Director of the Council of the Provincial Supply and Marketing Cooperative; Qian Hongguang, Second-Level Inspector of the Provincial Department of Agriculture and Rural Affairs; Zhu Baorong, Second-Level Inspector of the Provincial Department of Commerce; and Wang Guoping, Secretary of the District Party Committee.
In recent years, Lishui District has thoroughly studied and implemented the important directives of General Secretary Xi Jinping regarding the postal and express delivery industry. By integrating resources from public transport, postal services, express delivery, and supply and marketing cooperatives, the district has actively explored the "Transport-Post-Express-Supply+" model. This initiative aims to bridge the "first mile" for agricultural products entering the city and the "last mile" for consumer goods reaching the countryside, establishing a "new postal route" that connects urban and rural integrated development. The district now handles approximately 16,000 inbound and 3,200 outbound express parcels to and from villages daily, which are 3.2 times and 1.8 times the volumes before the integrated reform, respectively. The district's efforts have been recognized as a typical case of local reform in China, a high-quality development case for the "Four Good Rural Roads" initiative by the Ministry of Transport, and a typical experience for the provincial transport power construction pilot by the Provincial Department of Transport.
Firstly, a three-level co-distribution network has been established. This includes eight logistics stations at the sub-district/town level and 91 comprehensive service stations at the village level, along with 32 "Transport-Post-Express-Supply+" integrated demonstration points. Express delivery pickup and drop-off coverage has reached 100% of all administrative villages in the district.
Secondly, diversified delivery methods have been innovated. The district has launched 22 integrated "Transport-Post-Express-Supply" bus routes and 12 unmanned vehicle delivery routes, achieving full coverage of village-level service points.
Thirdly, a service standard system has been improved. Service standards for co-distribution under the "express delivery to villages" initiative have been formulated, enabling standardized management of the entire process.
Fourthly, integrated "Transport-Post-Express-Supply+" services have been expanded. A multi-scenario, multi-format service system has been built, extending services to areas such as agriculture, culture and tourism, finance, e-commerce livestreaming, enterprises, universities, volunteer services, and cloud pharmacies.

The Lishui "Transport-Post-Express-Supply+" Logistics Hub Center covers a floor area of 30,000 square meters and integrates functions such as sorting and transshipment, warehousing and distribution, information dispatch, and diversified services. Currently, six express delivery companies—China Post, ZTO Express, YTO Express, STO Express, J&T Express, and Yunda Express—have officially settled in. The parcel processing efficiency in the district is expected to improve by over 30%, with daily distribution costs reduced by approximately 12,000 yuan. During the event, attending leaders presented keys to representatives of the settled logistics enterprises, and a representative from the district postal company spoke on behalf of the settled express delivery companies.

In his speech, Jiang Bo pointed out that as a pioneer in rural logistics reform in the province, Lishui District has innovatively launched the integrated "Transport-Post-Express-Supply+" model, providing valuable Lishui experience for the entire province. He expressed hope that Lishui would further deepen integration, expand the connotation and extension of "Transport-Post-Express-Supply+N," and build a fully integrated, end-to-end rural delivery logistics service system; make further breakthroughs in smart empowerment by leveraging the intelligent dispatch function of the hub center to enhance the intelligence and refinement of logistics operations; and contribute further to demonstration and leadership by providing more replicable and promotable practical examples for the integrated development of rural passenger-freight-post services and the coordinated development of e-commerce and express delivery in the province.
In his speech, Wang Guoping stated that the commencement of the "Transport-Post-Express-Supply+" Logistics Hub Center today marks a new stage of intensive and intelligent development in Lishui's urban-rural logistics integration. Looking ahead to the "15th Five-Year Plan" period, the district will accelerate efforts to achieve full coverage of mainstream express delivery brands at village-level service stations, continuously improve the three-level logistics system of "district-level transfer, town-level distribution, and village-level delivery," expand the scope of "Transport-Post-Express-Supply+" to include agriculture, e-commerce, and culture-tourism, and continuously enrich the functions of the 91 village-level stations. The goal is to make this "new postal route" a "fast track" for the flow of urban and rural factors, a "revitalization road" for rural industrial development, and a "prosperity road" serving the general public.
After the event, the attending leaders visited the sorting line of ZTO Express and the "Transport-Post-Express-Supply+" command and dispatch center, and conducted on-site research on the operation of the "Transport-Post-Express-Supply+E-commerce Live Streaming" demonstration site in Donglu Community, Yongyang Street.
